The ESOS Phase 3 assessment will follow a process map as defined by the Environment Agency (Complying with the Energy Savings, Opportunity Scheme, Environment Agency). The revised deadline for submission of the assessment is 5th June 2024 (previously 5th December 2023) and it is still not too late! It will include:

Business obligation

Businesses that are obligated to undertake an ESOS Assessment under the ESOS regulations must calculate total energy consumption for 12 consecutive months for buildings, industrial processes and transport that lies under their control. Data must include the 31st December 2022.

We will do this by assessing buildings, transport and processes to include;

- measurement of your total energy consumption

- identifying areas of significant energy consumption

- considering available routes to compliance

- ensuring areas of significant energy consumption are covered by a route to compliance

- identification of energy saving opportunities


Annual Energy Progress Updates – Ongoing Compliance After Your ESOS Assessment

Once your ESOS Phase 3 assessment is completed and submitted, your compliance journey doesn’t end there. From 2025 onwards, qualifying organisations will be required to submit annual progress updates to demonstrate how energy-saving measures from their action plan are being implemented.

Submission Deadlines:

  • 5 December 2025 – First annual update due

  • 5 December 2026 – Second annual update due

What should be included in your progress update?

Each update must cover the 12-month period leading up to the deadline and include:

  • A summary of the energy-saving measures from your action plan that were implemented during the reporting period.

  • Any planned actions that were not implemented within the 12 months, including those with due dates within that time.

  • Confirmation of whether each implemented action was completed by its scheduled date.

  • An estimate of the energy savings achieved for each action over the 12-month period.

  • The source of data or methodology used to calculate the energy savings.

  • A total combined estimate of energy savings from all actions carried out during the reporting year.

The assessment will be managed by our experienced ESOS Lead Assessor, Jake Griffiths, operating from the Green Business Centre office with the support of our other experienced energy auditors. Those who will undertake the program of works are experienced energy auditors/assessors having completed a range of energy assessments/audits across a range of different business sectors, helping to deliver energy saving opportunities to all that have undertaken them.

Jake Griffiths (CEnv BSc MSc) has:

- Been a registered ESOS assessor for 7 years

- 20 years experience in reviewing/ working with organisations on their carbon footprint and developing improvement plans

- Lead ISO 50001: 2018 energy auditor for 7 years undertaking UKAS accredited audits

- Lead ISO 14001: 2018 energy auditor for 7 years undertaking UKAS accredited audits
